DESCRIPTION

Returns a 'help' message with a list of supported message
types or detail information for a specific type.

ARGUMENTS

- Help-Topic (optional)

NOTES
-----
If the 'Help-Topic' argument is provided, the help text for 
that message type is returned in the 'Help-Content' field. 
Otherwise the 'Help-Content' field will contain a list of
message types handled by the server.
